Lithuania has emerged as one of the top countries for business, securing an impressive 2nd place in the Global Entrepreneurship Index, according to the latest Global Entrepreneurship Monitor (GEM) 2024/2025 data. This achievement positions Lithuania as a global leader in entrepreneurship, highlighting its dynamic and innovative business environment.
A Favorable Environment for Business
Lithuania’s business-friendly environment is one of the most attractive globally, as reflected in strong investment inflows and high rankings in digital economy initiatives. GEM data indicates that over the past year:
- Business confidence grew faster than the EU average.
- Fear of starting a business significantly decreased.
- AI adoption in business increased by over 30%, enhancing Lithuania’s reputation as a center for innovation.
- Startup growth accelerated faster than in many EU countries.
These factors collectively show Lithuania’s commitment to fostering a stable and growth-oriented entrepreneurial landscape.
A Message to Global Investors

“This is not just a testament to the success of our businesses and the recognition of a favorable business environment but also a clear message to international investors – our market is open, modern, and ready to grow. I have no doubt that by continuing to improve business conditions and reducing bureaucratic burdens, Lithuania can reach the top position in the ranking,” said Minister of Economy and Innovation Lukas Savickas.
The government’s proactive measures to simplify regulations, invest in innovation, and support startups have played an important role in Lithuania’s economic performance.

Lithuanian businesses are increasingly leveraging advanced technologies, particularly in artificial intelligence (AI). According to Professor Saulė Mačiukaitė-Žvinienė, head of GEM Lithuania, “We are witnessing significant interest from Lithuanian businesses in AI technologies and faster startup growth compared to other countries. The adoption and development of technologies, combined with an improving business environment, are key factors behind Lithuania’s high ranking.”
